Shorts International names Armstrong COO

Shorts International, the short movie entertainment company and operator of the ShortsTV channel, has appointed Russ Armstrong as Chief Operating Officer.
Reporting directly to Shorts International Chief Executive Carter Pilcher, Armstrong will be responsible for directing global operations and giving strategic oversight to the business’ technology, scheduling, production and video processing across the company’s four global TV networks.
“Russ brings a wealth of experience in TV and digital content provision,” said Shorts International Chief Executive Carter Pilcher. “We’re on a fast growth curve and are thrilled to have someone of Russ’ background on board to help us keep up with the growing global demand for short movies and short form content.”
Armstrong will be based in London and joins Shorts International with over 20 years’ experience in the digital media and TV technology markets. Up until 2014, he spent 10 years at Arqiva, the telecommunications provider, where he was responsible for enabling UK broadcasters to add new digital channels on Freeview. He has also held positions on the boards of both Freeview and YouView. Most recently, he has been providing strategic investment consultancy to a number of start-ups as well as advising an OTT video analytics business.
